Abstract: Floods are among the deadliest natural disasters, ne- cessitating quick, efficient rescue operations. This paper presents ”Drowner’s Drone: The Life Rescuer,” an autonomous unmanned aerial vehicle (UAV) system designed to detect stranded individ- uals in flood conditions and deploy flotation devices. Utilizing a Raspberry Pi 5, high-resolution Pi Camera, and a convolutional neural network (CNN) model, the drone achieved a human detec- tion accuracy of 93%, with flotation tube deployment precision within 1.5 meters for 90% of cases. Latency from detection to flotation deployment was less than 5 seconds. The developed system demonstrates the potential for significantly improving response times and survival rates during flood emergencies.
