Abstract: Urbanization and increasing population density have created challenges in traffic management, public safety, and emergency response. Unmanned Aerial Vehicles (UAVs) provide an efficient solution for real-time monitoring due to their mobility, flexibility, and wide-area coverage. This paper presents an integrated multi-sensor UAV architecture for urban monitoring and emergency response applications. The proposed system combines GPS, IMU, LiDAR, RGB cameras, and thermal imaging sensors to enhance localization, obstacle detection, and environmental awareness through sensor fusion techniques. Experimental evaluation demonstrated improved positioning accuracy, object detection performance, and communication reliability compared to conventional single-sensor systems. The developed framework supports traffic monitoring, crowd surveillance, accident detection, and emergency management. The results indicate that the proposed multi-sensor UAV system offers a scalable, reliable, and cost-effective solution for smart city infrastructure and public safety applications.
